The USS Mustin, a guided-missile destroyer, has returned to its homeport in Yokosuka, Japan, after five years stationed in San Diego for modernization, according to the U.S. Navy. This move follows the USS Robert Smalls’ departure to San Diego earlier this month as part of a routine homeport transfer.

While in San Diego, the Mustin underwent upgrades to its engineering spaces, command and control systems, and living quarters. The upgrades were carried out in 2022 by BAE Systems under an $89.4 million contract from the Navy.

  • BA.3.2 COVID Variant Expands Across U.S., CDC Reports
    A new COVID-19 variant, SARS-CoV-2 BA.3.2, is spreading in the U.S. as reported by the Centers for Disease Control and Prevention (CDC). As of February 11, 23 countries have identified this variant. The BA.3.2 strain shows roughly 70 to 75 genomic changes in its spike protein, aiding its entry into human cells, the CDC said. The variant has been detected in nasal swabs of four U.S. travelers, clinical samples from five patients, airplane wastewater from three flights, and 132 wastewater samples from 25 states, according to the CDC’s Morbidity and Mortality Weekly Report. BA.3.2 was first confirmed in the U.S. in June 2025 in a traveler from the Netherlands. Between November 2025 and January 2026, it accounted for about 30% of cases in Denmark, Germany, and the Netherlands. Experts note BA.3.2 has “immune escape characteristics,” potentially allowing it to partially bypass immunity from vaccinations or previous infections, though this does not necessarily increase severity in infections. The variant is deemed genetically distinct from others like JN.1 and its sublineages. The variant may be underreported due to limited detection capacity in several countries. Researchers observed emerging sublineages BA.3.2.1 and BA.3.2.2, signaling ongoing viral evolution.
  • Proposed Social Security Caps for Top Earners

    Social Security could face insolvency by 2032. A new proposal from the Committee for a Responsible Federal Budget (CRFB) suggests capping Social Security benefits at $100,000 for the wealthiest 0.005% of earners, those with an average net worth of over $65 million, may prolong the funding pool. 

    Currently, Social Security is funded by a trust fund and payroll taxes, but it’s projected to face a 24% benefit reduction when the trust fund is depleted. The Six Figure Limit (SFL) proposal introduces a $100,000 annual benefit cap for couples retiring at the normal age, with adjustments based on marital status and age. For individuals, the cap is $50,000.

    Over time, more retirees would be affected by the SFL, with the top 1% of couples receiving 5% less in benefits on average by 2030 with no impact on the bottom 90%. That would shift to a 7% benefit reduction in 2040 for the top 1% and no impact on the bottom 80%; and to a 24% benefit reduction for the top 1% in 2060 with no impact on the bottom 70% of households.

    Planned Parenthood of Illinois must pay $500,000 following a U.S. Equal Employment Opportunity Commission (EEOC) investigation. The investigation concluded that the organization engaged in discrimination and harassment against White employees, according to a March 19 announcement. The EEOC found that Planned Parenthood segregated employees by race and subjected White employees to disparate treatment and harassment. The organization held mandatory race-based “affinity caucuses,” excluding employees of other races, and a manager made racially harassing statements. All staff were required to attend training sessions on diversity, equity, and inclusion (DEI) featuring derogatory remarks targeting White employees. These sessions included comments that White staff “do not feel racism” as non-White individuals do and that “white supremacy” exists at multiple societal levels. Furthermore, the EEOC revealed that White employees were denied time off, which was granted to Black colleagues. This was found to be a violation of Title VII of the Civil Rights Act of 1964, prohibiting employment discrimination based on race, color, religion, sex, or national origin.
  • USPS Plans Fuel Surcharge on Packages, Faces Cash Crisis
    The U.S. Postal Service (USPS) will introduce an 8% fuel surcharge on package deliveries starting in April, according to the Wall Street Journal. This surcharge, the first in the agency’s history, is scheduled to end in January 2027, according to sources familiar with the plan. Letter mail will not be affected. The decision comes as oil prices rise amid Middle Eastern conflicts, mirroring similar fuel surcharges by FedEx and UPS. Diesel costs have increased by more than 43% over the past month, reaching $5.366 per gallon. USPS faces significant financial challenges. Postmaster General David Steiner recently told Congress that the agency could run out of cash in under a year without reforms. He has urged for higher stamp prices and increased borrowing capacity to address these issues. Steiner also suggested cost-cutting measures like reducing delivery days from six to five per week, which could save $3 billion annually, or closing small post offices to save $840 million. However, he acknowledged these measures might not be popular. Steiner pointed out that stamp prices, currently at 78 cents, have risen 46% since 2019 but remain low compared to global rates. USPS has reached its borrowing limit of $15 billion, constraining its financial flexibility. Since 2007, USPS has reported net losses of $118 billion as first-class mail volumes have declined to levels not seen since the late 1960s.
  • Coast Guard Faces Financial Strain, Delays Amid Shutdown
    The 40-day Department of Homeland Security shutdown has led to missed paychecks for Coast Guard civilian employees and potential pay delays for military personnel. Admiral Thomas Allan, vice commandant of the Coast Guard, highlighted these impacts in testimony before the House Committee on Homeland Security. Allan noted that over 5,000 utility accounts have gone unpaid, risking critical infrastructure, while processing for over 16,000 merchant marine credentials has stalled, increasing by 300 daily. He stated it takes two and a half days to recover from each shutdown day, indicating that the Coast Guard won’t be current on bills until July 3 if the shutdown ends now. Unpaid bills to contractors exceed $200 million, impacting ship maintenance and key communications services. Allan warned of potential long-term damage to contractor relationships, as unpaid vendors may seek work with other military branches. The shutdown has also halted non-essential activities such as routine patrols and preparations for upcoming national events.
