British Prime Minister Keir Starmer on Thursday called for a deeper relationship with China, citing the need for cooperation during what he described as “challenging times for the world.”

During talks with Chinese President Xi Jinping at the Great Hall of the People in Beijing, Starmer emphasized the importance of collaboration on global stability, climate change, and other shared challenges.

“I have long been clear that the U.K. and China need a long term, consistent and comprehensive strategic partnership,” Starmer said.

The visit marks the first by a British prime minister to China in eight years, as the two countries seek to improve relations following years of tension. Issues contributing to strained ties include allegations of Chinese espionage in the United Kingdom, China’s support for Russia in the war in Ukraine, and concerns over political freedoms in Hong Kong.

Starmer became prime minister in July 2024 and has focused on expanding trade and investment opportunities amid a sluggish British economy. He was accompanied by more than 50 leading business executives and representatives of cultural institutions.

The disruption to global trade under U.S. President Donald Trump has prompted several countries to increase economic engagement with China. Starmer is the fourth leader of a U.S. ally to visit Beijing this month, following those of South Korea, Canada, and Finland. Germany’s chancellor is expected to visit in August.

Earlier in the day, Starmer met with Zhao Leji, chairman of China’s National People’s Congress, the country’s legislature.
